E-Government

The ever-increasing growth and adoption information and communication technologies (ICTs) have opened up unprecedented opportunities to transform public administration into an instrument of economic and social development. Unfortunately, existing universities in Rwanda have been unable to meet the needed demand for ICT professionals both in terms of the quantity and the quality. In response the above challenge, the College of Science and Technology at the University of Rwanda in collaboration with the Orebro University in Sweden has established within the UR-Sweden Programme for Research, Higher Education and Institutional Advancement a sub-programme entitled: “Research Training Partnership in e-Government (RTP-eGov)”. The sub-programme of e-government aims at imparting relevant ICT-related competencies needed to build successful e-government services. The sub-programme takes its premise and support from the SMART RWANDA Master Plan 2015-2020 (SRMP) document. It also takes into account the provisions of other key government socio-economic development framework documents including: Vision 2020, the EDPRS II, and the ICT Sector Strategic Plan 2013-2018.

General objective

To fill up the gap of ICT human capacity the sub-programme of eGovenment is assigned as general objective to establish educational programmes in eGovernement at MSc and PhD levels, to provide high caliber researchers and experts in field ready to engage in research and to act as change agents in the national development agenda.
